A number of users are having issues connecting their iPad 2 to Verizon’s network, prompting Apple to issue the following statement:
So what gives? Those with Wi-Fi only iPad 2 units have no problems at all and the same is true for AT&T users with iPad 2. We can only hope this is a pure software problem that will be solved with a firmware update. If that’s true and considering Apple acknowledged the issue, we expect the patch to be released anytime soon.
As a reminder, the iPad 2 went on sale last month in three models: One has only Wi-Fi, a second has Wi-Fi plus the ability to connect to AT&T’s 3G network, and the third one with Wi-Fi and CDMA radio that sings along Verizon Wireless.

We are aware that a small number of iPad 2 customers have experienced connectivity issues with the Verizon 3G network and we are investigating it.At the moment of this writing, 9 pages of comments were devoted to the issue on Apple’s forums with additional comments appearing all around the Interwebs.
